Sheff Wed Confronts Serious Challenges, Declares New Football Authority

'We will play a key role in football's future' - football oversight chief the new chairman

The Championship club's ongoing struggles are seen as a "serious issue" and the independent regulator is aiming to acquire authority to look into club affairs in comparable cases, its new chair the official has announced.

During an extensive discussion, the regulator, who was named to the position this week, voiced concern towards supporters of the Owls.

The chairman convened with four fan organizations connected to the South Yorkshire club this week.

The team have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on five separate occasions, including in September.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the chairman stated.

"Wednesday stands as one of the historic institutions for football in England and this week we have met supporters' organizations.

"We're now looking to get powers... which will allow us to have the club and similar situations submitted for our review if they require examination and acted upon."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Failure to pay player wages on time in earlier this year caused limitations by the league officials in summer, blocking the team from conducting any transfers or loans for the following recruitment periods, although that restriction was lifted in late summer.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has represented their community in numerous instances.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that in modern times have encountered failure, or approached financial ruin, for factors unrelated to the supporters."

When asked if the regulator could force an owner to sell a club if they are judged inappropriate, the chairman responded: "If your question is 'would we intervene in the final instance?', the answer is once we gather the evidence and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the authority would rather to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an specific proprietor, without being able to work with that proprietor to address the problems affecting the organization and the proprietor's dealing with," the chairman stated.

"But the truth is, when you examine the past of the game, over the last 20 or 30 years there have been certain proprietors, not many, but some who have been irresponsible in the approach they have taken toward their organizations and finally don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to detail the scope of the authority recently and stated it constituted a "forward-thinking discussion" with a "substantial involvement" from the National League to the Premier League.

"This position carries substantial significance, because if we get it wrong, if the football community fails, the extraordinary progress that's been made could disappear swiftly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a major achievement - we must maintain momentum.

"Substantial financial resources coming into football and has been invested for the last 20 or 25 years, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on challenges and obviously, of the coming seasons."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the Premier League.

"I of all people understand the concern of undermining the Premier League as a premium product of England. But simultaneously, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been telling us in private they have a significant confidence."

Political Connections

The regulator remains subject to a "full inquiry" by the public appointments commissioner after he acknowledged providing funds to the political party in recent years.

The official contributed funds to Secretary of State for Culture, Media and Sport the politician's campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any type of partisan engagement."
