The UK and US have announced a key trade agreement that will guarantee zero levies on British medicine products being sold in the US market.

Key Provisions of the Accord

As part of the deal, the UK has committed to boost funding on pharmaceuticals through the National Health Service (NHS). This pledge guarantees that duties on these vital products will remain at zero for a timeframe of three years.

This deal is in response to earlier statements to dramatically increase tariffs on branded drug products, with increases mentioned as high as 100%.

"This deal with the Britain bolsters the worldwide climate for new treatments and establishes much-needed balance to transatlantic medicine commerce," a statement declared.

Economic Importance

Medicines constitute one of the the United Kingdom's biggest export categories to the United States, which is by far the primary buyer for leading companies like GSK and AstraZeneca.

Trade data show that in the year leading up to the third quarter, the UK shipped medicines worth billions to the US. This value accounted for a significant portion of all goods exports in that span.

"This deal protects work, boosts investment and sets the stage for the UK to emerge as a global hub for life sciences," the Business and Trade Secretary stated.

Specific British Pledges

The pact includes several notable changes from the United Kingdom:

  • Higher Cost Ceiling: The UK will raise the affordability limit at which it deems new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a aim to increase overall public funding on drugs from 0.3 percent of GDP to 0.6% over the next decade.
  • Refund Ceiling: The sum drug companies must pay back to the NHS to stay within budget will be capped at 15%. In the past, refunds topped twenty percent.

Industry Background

This agreement takes place against a ongoing row between the pharmaceutical industry and the UK government over drug pricing and regulatory access.

These tensions were exacerbated by claims that American consumers were paying several times more for the equivalent treatments than people in the UK and Europe.

In recent months, several significant manufacturing plans in the UK have been paused or cancelled, while multi-billion-dollar funding commitments have been announced toward US facilities.

A senior figure stated that the NHS needed to increase expenditure on medicines, noting that its expenditure on drugs had shrunk as a proportion of its resources over the previous ten-year period.
